The
Hague
Court
Decision
Could
Come
This
Week
The
decision
by the
International
Court of
Justice
in The
Hague on
whether
to place
precautionary
measures
against
Nicaragua
could
come as
early as
this
week.
Costa
Rica and
Nicaragua
went
face to
face
before
the
International
Court
last
week, in
a
hearing
to
decide
on Costa
Rica's
request
to force
Nicaragua
to
remove
its
troops
from the
Isla
Calero
and stop
work
that is
causing
environmental
damage
in the
area,
while
Costa
Rica's
lawsuit
makes
its way
to full
trial.
During
the
hearing,
Costa
Rica
stayed
firm on
demanding
the
Court to
order
the
removal
of the
troops,
suspend
the
dredging
operations
of the
San Juan
river
and the
construction
of a
canal.
Nicaragua,
however,
took a
different
approach
almost
not
showing
any
importance
to the
conflict,
telling
the
Court
that
Costa
Rica is
constantly
complaining
of
Nicaragua's
actions
on a
river it
owns and
that
Costa
Rica is
blowing
the
situation
out of
proportion.
The
magistrates
of the
Court
asked
Nicaragua
to
clarify
9
points,
asking
Nicaraguan
officials
to
provide
answers
before
6pm on
the last
day of
the
hearings
on
Thursday.
Experts
say the
request
for
clarification
by the
magistrates
indicates
a
failure
by
Nicaragua
to fully
present
its
case.
Although
the
Court
did not
say when
it would
render a
decision,
a
typical
time
period
could be
from one
to a few
weeks. A
full
trial is
four to
five
years
away.
Costa
Rica's
Foreign
Minister,
Rene
Castro,
on
Friday
began a
secret
tour of
a number
of
European
countries
to
appeal
for
support
for
their
case.
Although
Castro
would
not name
the
cities
and
countries
he would
visit,
it was
expected
that he
would
visit
England,
Russia
and
France,
all
permanent
members
of the
United
Nations
Security
Council.
