Proposal For Peace In Honduras A Bust!
Costa Rican president Oscar Arias, as
mediator to the Honduras political crisis,
on Wednesday presented his reconciliation
pan called "Acuerdo de San José" (San José
Proposal) in an attempt to bring peace
to that country.
Last night, Rixi Moncada, speaking for
ousted president, Manuel Zelaya, rejected
the proposal and called the negotiations a
failure. But de facto president, Roberto
Micheletti, said his delegation will analyze
the draft.
Arias explained that the "Acuerdo de San
José" includes the seven proposals laid out
by the Costa Rican president last Saturday
when delegations for both sides sat down for
a second round of talks, plus additional
suggestions by the de facto Honduran
government and the people of Honduras.
"If the parties are in agreement, it can be
signed today", said Arias.
According to Arias, the agreement is
balanced and is an example to the
international community.
Some of the highlights of the agreement
include that Zelaya return to Honduras on
Friday, July 24; Zelaya and those involved
in the coup that ousted im would be granted
immunity from prosecution; the November
elections would be moved to October; and
Zelaya would be prohibited from changing the
country's constitution.
Mauricio villegas, representing Micheletti
in the talks last week, said they will
discuss the Arias proposal, though
Micheletti has said in the past that he
won't allow Zelaya to return under any
circumstances.
