Ofelia Taitelbaum New Ombudsman
Shortly after 1pm on Tuesday Ofelia
Taitelbaum was elected by a majority vote of
legislators as the country's new Defensora
de los Habitantes (Ombudsman).
Taitelbaum received 30 votes of support from
the 54 legislators, including votes from
independents like Evita Arguedas, Andrea
Morales and José Manuel Echandi, in addition
to 3 votes from legislators of the Partido
Unidad Social Cristiana (PUSC) and of course
a majority of votes from her own party, the
Partido Liberación Nacional (PLN).
Ofelia Taitelbaum Yoselewich is 60 years
old, is a biologist with a Masters degree in
Business Administration and had held public
offices as viceministra de Vivienda (Housing
vice-minister), director of the Banco
Hipotecario de la Vivienda (BAHNVI) and
former director of Mutual Heredia.
Taitelbaum becane a legislator in May 2006,
a position that she now has to renounce.
An ombudsman is a person who acts as a
trusted intermediary between an organization
and some internal or external constituency
while representing the broad scope of
constituent interests.
Usually appointed by the organization, but
sometimes elected by the constituency, the
ombudsman may, for example, investigate
constituent complaints relating to the
organization and attempt to resolve them,
usually through recommendations (binding or
not) or mediation. Ombudsmen sometimes
identify organizational roadblocks running
counter to constituent interests. |
