I bet there some complicity of the border agency with this group and some bribery to allow the Cubans to pass though. The airline tickets departure and such it seems to be for expats.

Kind of, but not totally amusing: I returned to CR in October, following a visit to Mexico, still as a turista/pensionado, and Migracion would not admit me because I did not have an exit airline ticket (yes, I know, my bad!). But the following week the story breaks about the first wave of Cubans to be allowed in, clearly WITHOUT an exit air/bus ticket! What an incompetent show they are running!

Now we are hearing it more like 21,000 visa this past year waaay too late.. CR getting a taste what it like feeding and housing Just like the broke USA with 20 trillion in debt and counting.
