I’d like to see the data, methods, and interpretations. The notion that Costa Rica’s cops and courts have become increasingly engulfed by sentiments favoring leniency and forgiveness over the last 5 years makes no sense. The opposite is more likely, given the rising public concerns about crime over most of those years.

Maybe, who knows, if the conviction rates have dropped, the rise of organized crime (in which the guys are actually good at it) can explain a lower conviction rates. Or maybe campaigns to encourage reporting of some crimes (e.g., domestic violence) have increased the reporting rate more than the conviction rate. Hell, maybe the data are just collected differently. The explanation could be anything.

The implication that the cops and the courts have just become softer or more lax though doesn’t pass the sniff test.

I think a crime is solved when people, probably especially law unforcement, believe that they know who dunnit and why. To wait for a conviction, much less punishment, to consider a crime solved, runs into problems ranging from the perp being dead (so he can’t be tried or convicted or punished) to his getting off at trial (sometimes because of a “technicality”).

You know, I seriously doubt that the cops are still looking for the person who killed O.J.’s wife, or that many people believe that crime remains unsolved, even though O.J. got off.

Of course, some of this remains in the realm of opinion. Some people believe that the assassination of JFK remains unsolved.

However, the journalistic standard of waiting for a conviction before dropping words like “alleged” is more a liability thing than common sense.

In the apparent jargon of criminology, “solved” probably happens when the case is “cleared,” namely when the cops know who dunnit, have arrested the perp, and aren’t investigating further. What happens after that is anyone’s guess, but the crime is solved.
