My guess is that he bowed to mounting pressure–both international and domestic–rather than turned over a new democratic leaf. If so, keeping the pressure on (which a legislature dominated by the opposition may do) should handle things, more or less.

Considering the way the past several elections have gone I’m surprised he let this happen. Of course, with the number of wins the opposition party garnered perhaps it was just more than he could handle. The major difference with this election is the call for calm, which is obviously aimed at the redshirts.

I wonder how this might impact his loading of the courts.

This is really good news.

Forget the ideologies, the risk was that Maduro was going to cling to power by force and fraud, and just make the whole situation worse. Allowing an upset election is a major step in the right direction. From it either Maduro can shape up (not likely) or be ousted himself the next go around. Either outcome is fine. The crucial thing is that the electoral process was allowed to work.
