Not exactly, per se, though I know the bill you mention and unfortunately the bill as proposed only applied to news publishers and journalists, not commenters like “Laughing Gringo,” to whom Larry Worsham’s comment was directed. (It never passed, at any rate).

if that had happened here in Nicaragua that bridge and those trucks would have been dismantled and cut apart and carted away within 48 hours.
bad accident Saturday i was going back and forth to family house 3 times Saturday, twice Sunday and again this morning at 6:30 am.
first pass Saturday the body bags were there in the back of a police truck. killed a man, woman and child. there were cars and trucks parked both sides for a kilometer, over 100 people. policia keeping people back. each time i drove by there was less and less of the wreck. this morning it was in 2 small pieces.
