If I remember correctly, 28 degrees of angle is the maximum slope that should be permitted. Also, there are ways of protecting the slope so that earth movement there would not be possible unless maybe someone would drop an atomic bomb there.

I would think the whole face wall needs to be dynamited away and tiered back. Haul away tons and tons of rock. Monitoring what a joke.
