All as he does is stall and make poor excuses on how he still is in the "investigative stage". That is solely done to make shady deals in the background, while letting time disappear the evidence, facts and people who were in charge.Jorge Chavarria was still in the investigative stage of his first very first assignment, La Penca- which happened in 1984. He jus recently officially closed the case in 2013 (29 years later): http://www.ticotimes.net/2013/12/03/costa-rica-closes-investigation-of-la-penca-bombingThe Fiscal General is the ring leader of impunity of this government. Jorge Chavarria is ending his career just the way that he started it. By looking the other way and making shady backroom deals to ensure the same politicians and their families and friends stay in power (Arias-Sanchez Brothers, Alberto Monge/ Johnny Araya/ Roberto Araya Monge). Toss in the Figueres Family and the Calderon Family and you should be able to see a very clear picture of this so called Democracy, and the government thieves who have stolen so much over the decades.President Solis, it is time to remove Jorge Chavarria, and he should immediately be replaced by someone who will actually investigate all of these crimes that are happening in the public domain. And Jorge Chavarria himself deserves to be fully investigated.Remove him and you will strike fear amongst the political class and the public prosecutors throughout the country who have been contributing to organized crime, in each of their own local fiefdoms. Allow him to continue and there will be no change and institutionalized corruption will continue unfeathered.Governments (Democracies) all over the globe are facing these same issues. Political Dynasties who serve to control and corrupt from generation to generation.I believe there is a direct conflict of interest between President Solis and the Fiscal General. Without removing him, corruption can not be conquered within the political class.Costa Rica needs to rise up against these traditional powers. Electing President Solis was a start. Now the President needs to act and make some very difficult decisions.Maybe it is time to ask for some help: http://www.bc.edu/content/dam/files/schools/law/lawreviews/journals/bciclr/25_1/05_TXT.htm

Jorge Chavarria must be fired!
