This is interesting, though it turns on what Quijano said. If what he said is true, it casts serious doubt on the allegations that the Nicaraguan canal is a Chinese thing. Mind, it still could be if the Chinese government rather than “state builders” (whoever they are) are backing it, but this is iffy. On the other hand, Quijano could be lying, and would seem to have every incentive to do so. The opinion adds a potentially interesting twist to the canal saga.
