In public bureaucracies, most of the expenditures, like salaries, pensions, and debt payments, are untouchable. Thus, even a small overall percentage cut ends up being a large cut to the most vulnerable people and programs. It’s tough to cut what should be cut, and figuring out how to do that is probably the real challenge.
