So how is this going to improve the situation? I imagine that most of the people leaving Conavi will be hired by the new organization. Same people, don’t see why anyone would expect different results. Is there going to be more oversight, accounability?

WEll ! That is a good start,not cut 33% of all the government ,cut all benefits to congress and the ministries of CR. Audit all officials past and present. Then put the bad ones in jail doing very hard labor.

Without doubt the roads of Costa Rica are and always have been a national shame. Less than 2% of the roads almost conform to the design conditions of modern cars, and are better suited for large tractors or tanks. The overall costs to the users of these roads are practically incalculable. Only an idiot would buy a new car here because of that. Only a microcephalic would approve the construction of such roads.
