It was the little boys fault because he was unaccompanied and wasn&#039;t watching where he was going. The thief who stole the manhole cover wasn&#039;t at fault because he was poor and trying to feed his seven children. The idiot who bought the manhole cover wasn&#039;t at fault because there are no laws written regulating what and from who is is allowed to purchase.....Nor is it required for him to record the ID of who he(or a pawn shop) purchases goods from.OIJ can&#039;t go around looking because they don&#039;t have gas for their cars and one of the tires is bad. Customs is holding tires given by the Chinese for impuestos until the assembly votes that these gift items shall not be taxed. They are on vacation right now. If you have any further complaints contact the Casa Presidente directly(but the website hasn&#039;t been completed as yet). As to the sewer going directly to the river. It was necessary to spend billions for the mini gaza strip across the Nica border so 11 illegal squatters could have access to electricity. About 8 years ago I had the entire front axle of my car torn off and almost crashed into a tree as a result of one of these missing manhole covers.
