This must be a cultural trait I’ve noticed even outside government business as usual. We’ve had an odd occasion where severe and contentious points of view occurred with Latino employees to the point that “bad feelings” prevailed and we disassociated. Months later, that individual would be knocking at our door, all friendly and like nothing ever happened, asking if we had a job available for him. Same for business contacts where contractors really f’d up a job and were told so — they’d come back sometime later and expect you to use their services again! It’s like … they just don’t get it that competition may be better than them and that customers (patrones) do have a choice. Does the saying “once bitten, twice shy” not apply to their mentality?
