It is very likely that owners would be unaware of the market value of their property. What really needs to be done is to establish a department of property tax appraisers who are well trained (and polygraph them regularly about abuse of authority) so that self-reporting, even unintentional self-reporting, does not result in such situations. Such a department would clearly pay for itself. Property tax rates are actually very reasonable, so everyone should pay this tax based on full value.
