If GUPC couldn’t figure out the geographical strata from 100 year-old data on the books, then shame on them for posing as if they could do the project. appears GUPC is caught with their pants down in the “he said she said” game. panama needs to stand up with a big stick and shout this one out. unless someone has more solid info to refute this stance, looks to me like game over for GUPC and panama needs to get the next in line to complete the project.
