This mayor is obviously using an over-literal interpretation of the law to justify his agenda, whatever that may be – development of the area would be a good guess, pissing off (or shaking down) the rich gringo would be another. To say that the law mandates roads to every section of the coast is an absurd interpretation of the law. Certainly, there are many sections of coastline on both coasts that are essentially private due to the absence of roads. This does not mean that the owners of the adjoining land can violate the maritime zone or prevent boaters from using these beaches. I hope that Costa Rica never comes to the point where “access to the beaches” means a mandate to have roads up and down all coastlines in the country. I’d hate to see a highway encircling the Osa Peninsula just to provide access to all sections of its coast.
