Saving and budgets is a concept for just the few here.. The rest spend, party and gamble. Then complain they have no money for school uniforms for the children. So much for teaching people personal responsibility.  Now, if the government would be forthright and explain this Aguinaldo comes from the pockets of the taxpayers (for government workers) and from the employer (from private industry) -- the Nanny is not in the business of creating wealth, only redistributing it.  Anglo-sphere principles can work here, if the government would get out of the way and get out of the corruption business.  Answer the question:  what differentials Hong Kong from China, Singapore from Indonesia, Bermuda from Haiti.
