Of course, it’s all a bit of rhetoric. As this article states, the Monroe Doctrine was directed against European powers, not Latin America, and simply asserted US colonial claims to Latin America against their claims. It was never exactly a US claim to Latin America, even though it was often used and interpreted this way. Since nowadays no country is trying to colonize Latin America, nor likely will one, calling an end to the Monroe Doctrine is kind of irrelevant.

Relevant is economic dominance of Latin America by the multinational corporations, the IMF, the World Bank, etc., as well as by nation-states, and the Monroe Doctrine never had anything to do with this.

However, it’s a nice symbolic step.
