Costa Rica could pass legislation against possession of fins, but that would piss off the Chinese government. Who, then would build our roads, prisons and stadiums?

Nearly all of the fins are exported to Asia where they fetch a much higher price than they ever could here in CR. Not saying that perhaps a few don’t end up in SJO, but the vast, vast majority go to Asia.
