So in theory Guatemala is going to imprison 142,745 new people (or almost 1% of its population) every year for a minimum of six years for stealing a cell phone?  After six years this leaves every 19 men, women, and children supporting a cell phone thief in prison.  I&#039;m not saying that there isn&#039;t a problem, only pointing out that the solution isn&#039;t workable.
