Sounds like capital flight to me.  However, I&#039;m very sympathetic to the requests made by Salvadorans especially.  Some of these petitioners really can&#039;t remain in El Salvador lest they be assassinated by the drug gangs, yet immigration in CR often insists upon a police report and similar documentation from El Salvador.  Yeah right, like people fleeing for their lives from the drug gangs are going to stop and file a report with the crooked cops on their way out.
