Sounds like capital flight to me. However, I’m very sympathetic to the requests made by Salvadorans especially. Some of these petitioners really can’t remain in El Salvador lest they be assassinated by the drug gangs, yet immigration in CR often insists upon a police report and similar documentation from El Salvador. Yeah right, like people fleeing for their lives from the drug gangs are going to stop and file a report with the crooked cops on their way out. It’s a tragic situation for some of these folks, and assessing their petitions is the toughest job CR immigration has.
