The concept of planning is totally unknown here. Everything is for today, without a thought for the future. For example, a bridge or road. There is never a planning horizon, i.e, this bridge should be good for at least 50 years, and then do the math on population and utilization projections so the bridge will indeed serve for at least most of that time. Instead, whatever is done is usually outmoded by the time it is completed.
