It is exceedingly easy to re-title these cars in nearby countries. As for using Lo Jack, OIJ cannot get the police to operate a fully functioning 911 service. Unlikely these numbers are going to improve much for OIJ.

Also beef up the laws for stolen cars and actually throw the thief’s in prison.. Not just a system of catch and release.
