With the possible exception of Panama, Costa Rica is certainly the safest country in Central America. Mexican crime figures have gone through the roof, thanks to the demand generated by drug users and abusers in the United States of America.

Honduras, Guatemala and El Salvador are not even mentioned. And even if the thing about reduced crime rate is true, it won’t be for long, what with 700,000 persons here between the ages of 15 and 24 are desperately looking for a job, but lack formal education, a solid work history, and have no marketable skills. Those without family to provide for them have only the shady side as an alternative.With these kinds of unemployment rates a soaring crime rate is the inevitable result.

The police are a joke, We called the police to report the neighbors house being robbed, they wanted to know if they were still there, I said yes hurry and catch them, Police NEVER showed! We called back and they said OIJ would respond to take a report……4 days later. Gave them the car make and placa # description of 3 guys. never heard from them again.

Hari has it right in that the populace of CR have become increasing apathetic when it comes to reporting crimes. I mean really, when the clearance rate in CR i.e. the arrest rate is extremely low when a crime is reported, why bother. In addition, as anyone who has tried to report a crime in CR has found, it is a pain in the rear to do it. It is so absurd that you cannot even report a crime at the police station if you are wearing short pants. What? In a country that people travel to so they can enjoy the great weather, wear shorts, and relax, you cannot report a crime wearing casual clothing? Therefore, if I am robbed at the beach I need to go home, shower, change out of my swimwear, then I am allowed to report the crime at the police station. Well, that makes Tico sense!

In addition, if it is one type of crime you must report it at a particular office, on the other hand, if it is another type of crime you must report it at another office, but there is no way to know which office is the right one until you get started on your saga of reporting your crime. In other words, it takes hours and hours just to report a crime that has almost no chance of being solved.
CR is like dealing with the Keystone Cops when it comes reporting crimes.

Hmm…let me see, they make it absurdly hard to report crimes and have a pathetic clearance rate for reported crimes, I wonder why fewer crimes are being reported.
