However, in a country where less than 10% of crimes are resolved with an actual prison sentence, what is the chance that the police are going to spring into action to catch public infrastructure thieves?Many municipalities in the developed world have created much harsher penalties for infrastructure crimes and certainly, CR should follow their lead.  However, as has been aptly said before “Leges sine moribus vanae” or in English “Laws without morals are in vain.”.As much as we may like to, we gringos are never going to be able to legislate our morals on the Latinos, nor do we have the right to do so.
