The device that they mention is a transponder, the same device that is used in commercial aircraft for identification. In the military they use IFF, which is the acronym for “Identification, Friend or Foe”. These devices are not cheap. And they propose that some poor guy fishing from a fifteen foot panga out of Caldera is going to have to pays several thousand dollars to install a transponder. OK, politicos, once again, take out your firearm and take careful aim at your foot and pull the trigger. One would think that there are enough unenforceable laws in Costa Rica without adding another, or perhaps driving a few thousand hard working fishermen, who are trying to feed their families, out of business.
