Well, just remember, in Nicaragua, even more so than most of Latin America, it is the women’s fault, no it does not matter what, it is the woman’s fault, period! If the man was drunk, she drove him to drink, if the man attacked the woman then the woman’s actions forced him to attack her, whatever the case, the woman caused, forced, allowed, created, developed, the reasons and desire in the man to shot her in the head. Now that we have that clear, do you really think putting the CR and Nicaraguan police and judicial organizations together is going to result in prompt action? Nope, so, let us sit back and watch the citizens tax dollars at rest.

You’re funny, Daniel! It sounds much like Nicaragua. Don’t forget the ‘stamps’ needed for each official document (they look like S&H Green Stamps). Often, the specific agency is ‘sold out’ so the document can’t be processed. Sometimes a simple transaction can be so frustrating.

The time it takes to provide the paperwork depends on many variables in Costa Rica, such as :
how much ink is in the printer and how long it takes to find parking at Office Depot and the traffic to get there? There may be some new large pot holes in the street, closing one lane. The paper in the printer may be recycled “used on one side” and perhaps the Nicaragua courts will not accept used paper and then the Costa Rica police will have to print the document all over again on clean unused paper and make another trip to Office Depot to buy the paper. It also depends on how fast they can type up the documents, not all governments workers have passed a typing speed proficiency examination. Some government workers have not even completed high school (colegio) as only 6th grade level is mandatory education in Costa Rica. Costa Rica does have the highest literacy rate in all of Central America so that factor may speed up the process somewhat.

If CR has sufficient evidence to accuse Mr. Espinoza, how much longer will it take to provide Nicaragua with the appropriate paperwork? A few more hours and it will be three complete days since the murder. People tend to slip away.
