It sounds much like Nicaragua. Don't forget the 'stamps' needed for each official document (they look like S&H Green Stamps). There may be some new large pot holes in the street, closing one lane. The paper in the printer may be recycled "used on one side" and perhaps the Nicaragua courts will not accept used paper and then the Costa Rica police will have to print the document all over again on clean unused paper and make another trip to Office Depot to buy the paper. It also depends on how fast they can type up the documents, not all governments workers have passed a typing speed proficiency examination. Some government workers have not even completed high school (colegio) as only 6th grade level is mandatory education in Costa Rica. Costa Rica does have the highest literacy rate in all of Central America so that factor may speed up the process somewhat.

The time it takes to provide the paperwork depends on many variables in Costa Rica, such as :
how much ink is in the printer and how long it takes to find parking at Office Depot and the traffic to get there?
