100% correct mr. gust. despite the exaggerated problems of foreigners in every country in the world, no country would be better without them, and every country is hurt by using, abusing and chasing them out. whether is it is mexicans in the usa, nicas in ticoland, or gringos in nicaragua they will get all the blame, provide more good than bad and be subject to comments by the sickos.

government only creates poverty, it can never “fix” it. possibly a visit to the suburbs of paris or turkish neighborhoods in germany or the paki and white trash hoods in england can bring that into focus for you

Yes, because we need to give expats another reason to go to Panama or Nicaragua. Those “lush” incomes are being spent here in Costa Rica. In some touristy areas the local expats are the only thing keeping the businesses afloat in the low season.
And it’s new to me that I could receive free health care here. I thought I had to pay into the Caja just like anyone else. Unless of course your suggesting higher rates for foreigners, which sounds perfectly ethical.
The foreigners who have foreign income coming in are generally beneficial to the country. You want to attract them, not chase them away.

I am no expert by any means in these areas but what is amazing and I have seen it in Costar Rica with my own eyes for the last 20 years that I have been coming to beautiful country which I enjoy so very much. With my own eyes I see that everyone has a union to represent them in the country i.e. pirate taxis, taxis, motorcyclist, ICE, teachers, police, dock workers, caja workers, immigration workers, doctors, hospital workers but where in the heck are the unions that represent the the poor and extremely poor in this land of plenty. These people appear to be lead to this awful situation like sheep to the slaughter and only vote for some colors on a flag not the content of the character of the individual running for office. Please tell me when someone that really cares about these poor ass people will stand up and tell the government enough is enough. It will come if this trend continues and it will not be pretty. I can guarantee it will happen but when is another question.

I disbelieve these stats. True, the picture in the article paints a pretty dismal life–but 1 mln people don’t live like this–in Haiti maybe, but not Costa Rica. If you could receive a gov’t subsidy, would you lie about your income on a survey? (And I’m not saying there is no poverty, but to use one picture of slums–housing for maybe 100 –over and over again to prove your point is for publicity and to make us feel guilty for our work output.) For what an employer pays out to the CAJA monthly for every 5 employees, they could hire one additional person… people need a job and they can’t eat healthcare. They also don’t want MORE oppressive labor rights–it’s a stacked deck already. A lot of life is about choices: if one chooses not to work, can he hardly wonder why he’s in Quintile 1. In developed countries, the 5 levels of economic used to be more fluid as people moved up and out of poverty (harder now because gov’t prefers to keep the poor, poor to lock them into votes). In CR, I don’t see people trying to lift themselves up to the same extent–but that’s another choice, isn’t it?

The government is fast finding out that you can’t give everything including healthcare to tens of thousands of expats and nothing to your own citizens. The answer is to tax those coming into the country with their lush social security, defined benefit pensions and 401Ks. If they are going to stay in the country and be pensionados they need to monitarily contribute to meet the country’s and native citizen needs. It’ll happen sooner than most want to believe.

The terrrible thing the poor will always be poor. If the Country wanted to help, stop giving the church so much money, cut the pay of Congress and the ministers by 75%. Make it much easier to start a Business and reduce the amount of Govt. empolyeees.
