Driver, yes.  This will be the scenario:  the company who employed the driver will claim the driver did not obey company rules and did not authorize passing over the bridge; that the bridge was not property marked in any event/the driver will claim the bridge jumped out in front of him--he didn&#039;t even realize he was on it until too late, or that the brakes failed (it didn&#039;t pass Riteve) and he had no option but to smash into the bridge to stop his momentum. Besides, he is a poor man with a family to support and can&#039;t pay the ¢92,000 fine.  Both will join in blaming MOPT/CONAVI.
