Treaties usually have secret annexes, like codicils to a will. There are actually 2 treaties called "Open Skies". One is for military overflights, for reconnaissance (peacekeeping) purposes. The other is a civilian treaty, obviously the one referenced here. Chemical spraying takes place from unmarked military and contractor planes in NATO and Anglo countries, but also from disguised nozzles on the wing edges of some civilian airliners. The Open Skies Treaty probably has a secret annex that gives the perps the right to spray. Spraying from civilian airliners is probably satellite-tracked, and remote-controlled. Pilots are not involved. You can see this stuff every week, though not every day, usually for an hour or so beween 8am and 3pm. Just go outside and lok up. Notice that some contrails are invisible, or dissipate within minutes, and others are puffy, and linger, and spread out. Water vapor evaporates and become invisible, chemical mists don't. Oh - and before questioning anything I say - go outside and look up.

@ Marcel: Ask a professor of history or international law.
