I have 3 on appeal for 2 years.  Logistically they dont have the manpower nor court time to handle all these appeals. Experience wonderful mountain weather with warm days and cool evening.  Want to save money?  One person can live like a king for $15K per year with a nice apartment, a maid/cook and more in either of these cities.  There are wonderful restaurants and interesting places to travel to in Bolivia as well.  Excellent medical/dental care is available for about ½ the price of CR.Now, on the downside, for those who require an ocean beach you better move to Nicaragua.  Air fare is about double the price to and from the US, when compared to CR.
