Costa Rica is in the tropical zone... we get lots of rain and sometimes it causes flooding.  Fact of life, not climate change.  &quot;Smart&quot; countries have coped with torrential rains and their effects on infrastructure by employing sound practices instead of building as cheaply as possible so there is enough leftover for &quot;chorizo&quot;.
