There is a sub-culture of gangs that are overwhelming the guards, crimes being committed from within, and contraband used as currency.  Why does it come down to this is anyone&#039;s guess and it is, in part, a consequence of overcrowding.  To fix the needs of expanding criminality would mean so many new prisons.  Prisoners should be categorized by severity of crime and housed in different levels of security (preferably different locations).  The worst of the worst need to be separated out and with the highest level of isolation from outside--maybe on some remote, desolate island where they can do little harm.  Some bleeding hearts would say that is against their human rights but how are human rights being protected in crowded jails?  Some may claim that &quot;writing off&quot; SOME career criminals as being hopelessly non-rehabilitatable is not Christian thinking, but evil does exist.   Just my opinion. Yes prison are over crowed. So what have you done to &quot;&#039;keeping the peace&quot; and order? Maybe suspending the conjugal visits which contraband comes in? maybe limiting contact visits? Increase security presence. Talked to President Chinchilla the need for more help? Do a 72 hour lock down and search the prison suspend visits. Or are you blaming overcrowding, poor management on the problem? Now your faced with a murder investigation.
