Although there are some intellectual property rights to be considered, the copying of textbooks for educational purposes (not for re-sale, or profit) has been a fundamental part of the Costa Rica Educational System for many years. To deny students this activity was to basically deny their right to an education, as the cost for purchasing such books is prohibitive for most. And what does 1 to 5 years in jail mean for what amounts to assaulting an officer?  A conviction of less than 3 years and you&#039;re out the revolving door.  Any why less than 3?  They are our youth, maybe from poor families who just want their &quot;kids&quot; to get a good education.  In reality, they could be our future &quot;leaders&quot;.
