Having to “bribe” companies to locate in Costa Rica with tax-free status, subsidized utility costs, etc. should be questioned. If our business climate and our workforce is so good, why isn’t that incentive enough? Except that we have made doing business here difficult and our education system is not cracked up to be as good as it could be. If you believe reports of disgruntled U.S. small businessmen fed up with all the U.S. regulations, Costa Rica should create a niche market for those companies by making “doing business in Costa Rica” easy. Result: work for Costa Ricans without subsidizing their business with our tax dollars.

Make a note that MOST are in tax free zones and only bring money into Costa Rica when payroll is due. What the industry does provide is employment and that certainly is a positive. However, quoting the USD amount really does not benefit the country all that much Which is why Solis and Chinchilla wanted to tax then in the year 2015. Also, the many sportsbooks and casinos do not pay taxes but then again, they do employ.
