The best part of doing paperwork for the CR government is that the government and the lawyers have the strange habit of avoiding confrontation by telling you whatever you want to hear. If you tire of doing paperwork, they say you are done. Even if it means the transaction is not properly documented and it leaves you exposed.

Funny story, the first time I formed a corporation in CR, my lawyer said the paperwork was complete, so I went to bank, the bank said I still need a form showing some taxes were paid, so, I called my lawyer and she said, yes, I need the tax paper. So, I told my lawyer that if she could get me that paperwork quickly, I would delay a trip out of the country. The lawyer said it would be ready in two days, on Monday. So, I hung up the phone, told the banker I would be back on Monday with the tax paper. But, the banker laughed and said it was not possible to get it in less than a week or more. I called the lawyer back and told her what the banker said about it taking so long. Then, the lawyer sheepishly said, yes, the banker is right, it takes a couple of weeks to get the paper. I then asked my lawyer why she told me she could have it on Monday. My lawyer said I told you this, “…because you wanted it quickly…”.
I still do business in CR, but I never every trust my lawyer or government officials.

In CR you must do you paperwork and learn the system so you are the expert and your legal counsel and the government just shuffle papers for you. Sadly, it is the only way to document things and operate in CR where the government and lawyers will tell you whatever you want to hear.

So, you can see why these cars do not have the proper documentation when they leave the country, no one does the proper paperwork when they enter the country in the first place, it is the CR way. In short, the whole process is, as was previously stated here, a catch 22 CR system.
