Correction! The article is doubly wrong. According the the Spanish-language dailies, the tax increase will affect both self-employed and “voluntary” participants, and there are nearly 412,000 enrolled in these categories combined. The “voluntary” participants include all of us who are legal residents and forced to join by law. (Thus, it’s not exactly “voluntary.”) The proposed tax increase looks reasonable, IMO, unless you consider that it hits an unorganized group of individuals who can’t very easily object while some thinking has it that the financial problems of the CCSS are largely caused by organized corporate interests not paying their fair share.

If CCSS would start collecting the premiums long overdue by large(r) corporations, who have been “morosos” for millions of colones, some for years, they would not have to raise the premiums for the regular working people (and let’s not forget the voluntarily insured, who will also be charged these higher rates). But no, we prefer to get the little fish instead of getting the big ones.

What, only 409 self-employed workers on the books? This sounds like another instance in which CR is sticking it to the few honest folks while allowing the dishonest ones to slide.
