Here I thought "preventive detention" was a temporary means to hold someone while a case was being made to take to court for a conviction of a crime. This guy was "arrested", the OIJ "investigated", drugs were "confiscated". What's with the "preventive detention"? Why not go directly to court, be convicted and go to jail. However, as I understand it , if one is given a sentence of less than 3 years, they're out on probation.

Being a simple expat, this story confuses me.
