Foreign Nationals who have been processed and criminally convicted in Costa Rica for sex crimes against children

Arthur Kanev
Kanev will go down in history as the first United States citizen extradited to Costa Rica, to be tried for sexual crimes against minors. more


1. Hanny Fahmy: passport# 096474; single; Egyptian born, nationalized Canadian; born May 30, 1956; retired accountant; son of Kay Fhammy and Monica Fahmmy; resident at Escazú, from the Country Day school, 1.5 km SE, two-story white house. Phone: 289-4878. Sentenced in 2000 to 30 years in prison for distribution of drugs to minors and sexual abuse of minors.

2. Richard Francis McIntere: US passport# 131701906; single; US citizen; 52 years of age; born June 22nd, 1947 in Hawaii; retired; son of Alvah McIntere and Jeannette Adams, both deceased; resident of San Antonio de Escazú, from the police station entrance on the left-hand side 300m N, pink house with red gate; telephone; 289-9446. Accused in the same crime with Hanny Fahmy, convicted to three years of prison for sexual abuse (“abusos deshonestos”) of children.

3. Richard Ridley Caspar: adult; single; US citizen; passport# 1-00876600; born February 11, 1954 in New York; son of Richard Charles Caspar and Elizabeth Ridley Caspar; businessman; resident of Sabana Oeste del Balcón Verde, 400m N and 100m W, apartment No.1. Pink-colored, two-story cement residence. Telephone: 290-5574. Sentenced in 2001 to 8 years in prison for aggravated pimping (of children).

4. Daniel Webster Hovis: North American citizen; sentenced in January 2001 to four years in prison for the crime of sexual abuse (“abusos deshonestos”) and corruption of minors.

5. Zayda Enelda Rodas Gómez: adult; Guatemalan; single; passport# 0147572; born in Guatemala May 9, 1953; son of Emilio Rodas Mazariego and Amparo Gómez Gómez; resident at the white Cervantes hospital, 100m W, three-story house made of white cement; telephone: 223-5232 and 257-9863. Sentenced in 2000 to ten years in prison for aggravated pimping (of children).

6. Joseph Curtis Baker; US nationality; sentenced in the year 2000 to 24 years in prison for supplying drugs to minors. There was insufficient evidence presented for a conviction of other charges of production of child pornography and sexual abuse of children.

7. James Kirgin; US citizen; passport# 025039994; born October 10, 1961 in New Jersey; marketing professor; son of Ken Kirgin and Mary Kirgin; sentenced to 15 years in prison for the crimes of production of child pornography and paid sexual relations with minors.

Child Sexual Exploitation

Arthur Kanev,
Age: 56 years, Residence: Boston, Occupation: Dentist


Kanev first came to Costa Rica in 1996 and moved into a luxurious home in Quepos.

He and his friend, Joe Curtis Baker, a veterinarian from Oklahoma City who was sentenced to 24 years in prison, continuously received visits from poor young girls and adolescents.

When police raided the home in January of 1999, they found 280 pornographic pictures of young girls.

Investigations reveal that at least 30 minors were victims of Kanev and Baker.

Baker was convicted for administering controlled substances to a child, but Kanev escaped the country shortly after Baker´s capture. In an interview with the television program 20/20, Kanev stated that he felt no remorse for what he had done.

On July 24, 2003, Kanev was detained in Pompano Beach, Florida, after living as a fugitive for almost two years.

On March 13, 2004, Kanev accepted extradition to Costa Rica in exchange for not being tried in the United States under extraterritorial laws.

Kanev will go down in history as the first United States citizen extradited to Costa Rica, to be tried for sexual crimes against minors.
