This week Costa Rica does away with the "placa temporal" or paper license plates that the Registro Nacional has been issuing with vehicle registrations as it takes 60 days or more to issue the metal plates. The Registro says it will no issue metal plates within 72 hours at most. See story.

The Instituto Costarricense de Electricidad (ICE) - the state telecom - has given itself a 10% raise in telephone rates, in both fixed and cellular lines, without the approval of the state regualtory agency, the Autoridad Reguladora de los Servicios Públicos (Aresep).
