Billion Dollar Dupe
Villalobos Report

So, where's Enrique?

There are many rumours floating around - Nicaragua, Romania, some far off remote island, basking in the sun and of course, right here, in Costa Rica.

Not matter where he may be, one thing is for use - he doesn't want to be found and doesn't care much about his friends, those friends who entrusted their money and respect, some who now are facing hard times in their late years of life.

There have been many different groups and individuals who have claimed to have had the inside scoop on his whereabouts, the money and what is really going on. Several scams surfaced to take more of "Enrique's friends" money, lawyers claiming that they can resolve the matter in days, hours if the right amount of dollars is pledged.

There has been speculation, rumours, gossip, stories that made or still make no sense, threats and a great deal of worshipping, hoping that the Costa Rican authorities realize the err of their ways and make it right, so that Enrique can come back and pay everybody, every penny they are owed - capital and interest!

Well, let's look at the facts.

One, it was Enrique who decided to close the operation following a raid by the authorities on complaints by the Canadian authorities of money laundering. The government didn't close him down.

Two, it was Enrique who decided to leave the country, along with everyone's money. He wasn't run out of dodge.

Three, it is Enrique that has chosen not to communicate with "his friends". There is nothing wrong with the telephone system, fax machines, internet and regular mail service in Costa Rica or in the world.

Four, Enrique's lawyers have not come out publicly to denounce the charges against his client or defend his position or started some public campaign to seek out the truth and corruption that is being claimed. Lawyers are hired guns, they do what they client tells them to do.

Five, the Costa Rican authorities, including the much hated and maligned prosecutor Espinoza are just doing their job as spelled out in the Country's constitution and legislative system. If there is corruption, why isn't being denuounced?

Six, the new Attorney General Dall'anese can't do more than the old Attorney General. He hasn't been give more power, special authority to prosecute or not prosecute "the Brothers". The laws of the land haven't changed with his appointment, which was part of the normal course of action.

Seven, Osvaldo - Enrique's brother - the man who other than Enrique knows where the money is, what is going and possibly what is going to happen, has chosen to stay quiet and secluded now that he in the comfort of his own home and bed. We are still amazed that no one investor has been willing to knock on his door and ask the hard question - where is the money?

Eight, the UCCR's Jose Miguel Villalobos, the hired gun that promised a swift resolve to the situation, one year later still is making the same promises. Seems he has taken lessons from another infamous Villalobos.

Nine, there have been no defections in the support for Enrique. No, there are just realizations that maybe their trust and confidence was misplaced. Enrique had made good on his promises to "his friends" for many years, why be different now?

Ten, there is nothing new to report, to tell, to write about. The fact is that the situation hasn't changed any from day one. Enrique is nowhere to be found and neither is the money.

Some of you may not agree with the above, perhaps may even decide not to read this publication for printing it. We can understand that. There is always a hope, a chance that Enrique will prove for once and for all that he is an honest man, that the government did him in and that he will pay everyone all their dues.

Yes, and traffic cops in Costa Rica don't take bribes!

PS. We did get word to Osvaldo requesting an interview with him, allow him to tell "his" story. it's been over a week and still no reply. We don't have much hope in that happening, but we will keep the faith!
