Legislators
Begin
Discussion
On New
Traffic
Law In
Costa
Rica
The
Legislative
Commission
began on
Monday
discussing
the new
Ley de
Tránsito
(traffic
law)
presented
last
week by
the
Ministro
de
Transportes,
Francisco
Jiménez.
It
appears
that the
legislators
are in
agreement
on at
least 20
articles
in the
new
legislation
that
replaced
the
legislation
that
went
into
full
effect
on March
1, 2010.
At the
heart of
the new
legislation
is a new
system
of point
for
offending
drivers,
that
would
give new
drivers
100
points
and
experienced
drivers
300
points,
from
where
points
are
deducted
depending
on the
class of
infraction.
As well
the
percentage
of blood
alcohol
content
of
drivers.
The
current
legislation
allows
up to
0.75
blood
alcohol
content
before a
driver
is
deemed
under
the
influence,
the new
law
calls
for a
drop to
0.50.
In
addition,
legislators
will
have to
discuss
the
proposal
for
drivers
education,
community
work for
offenders,
the term
of a
drivers
license,
sanctions
and
security
devices,
like
booster
seats
and
first
aid
kits,
that
must be
included
in every
vehicle.
The
commission
agreed
to sent
the text
of the
proposed
legislation
to
public
institutions
for
consultation,
but
placing
a time
limit of
8 days
for a
response.
