Agree To
Mediation
SAN

BELIZE -
Both
Costa
Rica and
Nicaragua
accepted
on
Thursday
an offer
by
Mexico
and
Guatemala
to
mediate
talks
with an
eye on
resolving
the
seven
week
border
dispute.
Guatemala's
president,
Alvaro
Colom,
announced
the
mediation
offer
prior to
the
inauguration
of the
36th
Summit
of
the
Sistema
de la
Integración
Centroamericana
(SICA) -
Central
American
Integration
System -
saying
San José
and
Managua
would be
accompanied
in their
dialogue
process
by other
Latin
American
and
Caribbean
countries.
Colom
and
Mexican
Deputy
Foreign
Secretary
Ruben
Beltran
presented
the
proposal
to Costa
Rican
Vice-president
Alfio
Piva and
Nicaraguan
Economy
Minister
Orlando
Solorzano
during a
private
meeting.
Nicaraguan
President
Daniel
Ortega
asked
Colom to
lead the
mediation
effort
during a
meeting
Tuesday
in
Managua.
The
agreement
in San
Pedro
came a
day
after
Ortega
said his
government
planned
to file
a
diplomatic
protest
after a
Costa
Rican
judge
issued
an
arrest
warrant
for the
official
overseeing
Nicaraguan
dredging
of a
river
that
forms
the
shared
border.
"We've
already
told
Foreign
Minister
Samuel
Santos
to
prepare
a
protest
note
over
that
arbitrary
move,
that
irrational
step to
be
ordering
the
capture
of Eden
Pastora,"
Ortega
said
Wednesday
at a
police
academy
graduation
ceremony.
The
Fiscalía
de
Pococí
de Limón
issued
the
international
arrest
warrant
on
Wednesday
and is
said to
be
instructing
the
international
police,
INTERPOL,
to take
action.
However,
the
order
does not
call for
the
arrest
by
INTERPOL
to take
place in
Nicaragua,
only if
Pastora
leaves
the
country.
Pastora
has been
wanted
since
November
17 on
environmental
charges
by Costa
Rica
prosecutors
in
connection
with the
dumping
of
sediment
in Costa
Rican
territory
and
other
alleged
environmental
offenses
related
to the
dredging
project,
which
was
launched
on Oct.
21 in
the
vicinity
of
disputed
territory,
the Isla
Calero.
Presidents,
ministers
of
foreign
affairs
and
ambassadors
from the
region
including
Guatemala,
El
Salvador,
Honduras,
Costa
Rica,
Belize,
Vice
President
of
Panama
and
Representatives
from the
Dominican
Republic
and
Nicaragua
are
convening
at Coco
Beach
Resort
on North
Ambergris
Caye, in
Belize,
for the
summit.
