Nine Slain in Ecuadorian Provincial City

QUITO – Nine people were killed in separate incidents in the north-central city of Santo Domingo de los Tsachilas, Ecuadorian media reported Friday.

Though the murders took place in different parts of the city, news accounts suggest that all but two of the killings Thursday night were related.

On Oct. 1, Ecuadorian President Rafael Correa declared a limited state of emergency – “without suspension of rights” – in the cities of Quito, Guayaquil and Manta to boost efforts against surging crime.

The measure was taken to address “the actions of organized crime and the insecurity in the cited cities,” the government said, adding that the 60-day emergency declaration could be extended to other cities.

In practical terms, the declaration authorizes the military to assist police in certain tasks, under the coordination of Ecuador’s interior ministry. EFE
