INS Inundated With Calls Over Marchamo

There is a lot of confusion regarding the 2010 Marchamo. The  Instituto Nacional de Seguros (INS) reports it has been inundated with calls about the cost of the marchamo and has enabled a special email just to take in the complaints.

The email address [email protected] was specifically set up to answer questions on the costs - increases - contained in the 2010 marchamo.

The INS press office asserts that all emails will be answered.

The majority of complaints are in respect of the property tax that is calculated by the Ministerio de Hacienda (Revenue ministry) but collected by the INS.

You see the "fiscal value" of vehicles appreciated over 2008 and 2009, thus increasing the property tax payable, which in some cases is up to 25% and higher over last year.

Inside Costa Rica reported on this last month in an article titled "Vehicles Appreciate in Costa Rica?" that explains what is going on and the explains the problem and way, albeit impossible way, to fix it.

Late Tuesday, the INS said it would be refunding to the 5.000 or so people who purchased their 2010 marchamo on Monday, when the INS automatically included the cost of the "Su Vida" insurance policy, a practice that was stopped late Monday night when the insurance superintendent ordered the INS to keep the Su Vida option "unchecked".
