ICE Gets Tough On High Risk Cellular Customers

Have you had your cellular phone service cut off immediately the day after it's due date? Well, it may be because your are on ICE's blakc list.

The Instituto Costarricense de Electricidad (ICE) said it has created a "black list" of some 200.000 customers it considers "high risk" and beginning last month it will promptly cut service immediately following its due date.

ICE officials say the customers on the list are customers who have demonstrated a habit of paying late. ICE estimates that between 8% and 10% of its customers fall into the high risk group.

Normally ICE allows up to 8 days grace period, in some cases even longer, depending on the customer.

According to the ICE's Contralorķa de Servicios, the new strategy forms part of the "opening" of the telecommunications industry and that ICE has to adjust its practices since it no longer holds a monopoly in the country.

ICE currently has 2.5 million telephone customers - both fixed line, cellular and internet and although continues to be sole the provider of fixed and cellular phone service, it is already competing in internet and international calling and is readying for the entry of at least three additional operators for cellular service.
