State Banks And Public Institutions Banned
From Advertising During Elections
The Tribunal Supremo de Elecciones (TSE) has
warned the state banks - Banco de Costa Rica
(BCR), Banco Nacional (BN) and the Banco
Popular to stop all advertising campaigns
during the presidential elections. The ban
is for the period leading up to and
including election day on February 7, 2010.
The TSE ear pulling did not include the
Banco Crédito Agrícola de Cartago (Bancredito).
According to TSE president, Luis Antonio
Sobrado, state banks are prohibited to run
advertising campaigns. Sobrado said that
banks can run "informational" type messages
that are vital to the public relating to the
bank's services.
"We see with worrisome the advertising by
the state banks of their products that is
strictly prohibited by legislation", said
Sobrado to the press on Monday.
Héctor Fernández, director del Registro
Electoral, said sharply that if the banks
and the post office do not heed to the
warning, legal action will be taken so as to
ensure compliance with the law.
Fernández added that the TSE will be
monitoring public institutions, like the
state banks, to ensure that they do not
breach the Código Electoral (electoral
code).
The objective of the bank that includes all
public institutions, like the Correo de
Costa Rica (post office). in addition to the
state banks, is to prevent the government
from showing favourtism or negativism
towards one or more candidates or political
parties.
Sobrado said that up to now government
institutions and agencies have respected the
ban.
