According to Chavez, an international conspiracy is " preparing the script to reverse the process of emancipation the Americas are undergoing."

The Venezuelan Head of State earleir expressed that he considers a signed U.S.-Colombia pact allowing the Americans to use Colombian military bases and airports in the war on drugs a threat for Venezuelan sovereignty. Relations with Colombia worsened over the course of 2009.
