Fire Fighters Now
Independent of INS
After 83 years of being
part of the Instituto
Nacional de Seguros
(INS), the Cuerpo de
Bomberos (fire
department) yesterday
became an independent
body. The historic event
was celebrated at the
Teatro Nacional, with
the signing of the
regulation of Ley 8228.
The document was signed
by the ministro de la
Presidencia, Rodrigo
Arias, Héctor Chaves,
chief of the fire
fighter and the
president of the INS,
Guillermo Constenla,
sirens from the fire
trucks outside the
theatre sounded to bring
a new life for fire
department.
Until now, the fire
department has been a
body with total
financial and
administrative control
of the INS. Ley 8228 now
gives the fire
department total
autonomy of
administration and its
finances, although the
INS will continue to
hand over 4% of all its
insurance premiums to
the fire department.
One of the major hurdles
facing the new fire
department is the lack
of sufficient fire
hydrants. The Ley de
Aguas will soon correct
the problem, meanwhile
the fire department will
move ahead with its
plans to determine the
number of hydrants
necessary and
establishment of more
fire stations,
especially in areas like
Limón and Guanacaste.
Although the signing
ceremony took place
Sunday, the fire
department will have to
wait the publication of
the regulation in the
official government
publication, La Gaceta,
before their
independence is legal.
The publication is
expected in the coming
days.
